WHAT ARE MCOs and MSOs....



Trailer MCOs The terms "MSO" (Manufacturers Statement of Origin) and "MCO" (Manufacturers Certificate of Origin) are very frequently used interchangeably. The MCO is really the modern and universally-accepted version of the MSO but the term MSO still generically applies to both.

The MCO (aka MSO) serves as the manufacturers title -- and "birth certificate" -- for a vehicle, component (such as a frame or engine) or other product. The form describes the item in terms of it's aspects and characteristics as well as identifying marks -- USDOT VIN number and/or serial number.   Additionally, the MCO conveys (transfers) that vehicle, component or product to the first purchaser ( Dealership, distributorship, store, or user/customer ) and often on the back of the form are assignment areas to transfer the vehicle or product from the first buyer to the next buyer and so on. USDOT NHTSA Frequently, the first buyer (on the front of the MCO) is a dealership, distributorship or store.

So the MCO - Manufacturers Certificate of Origin - is the "fancy", high-standard, modern, certificate version of the old plain-jane MSO.

Modern MCOs are often referred to as "50-State MCO" because they are accepted everywhere as the modern version of the MSO. In fact, the 50-State MCO is actually the WORLDWIDE MCO as defined by the ISO MCO International Standards Organization in cooperation with the AAMVA design team. .

The MCO is designated to have very high standards for paper, inks, and other security devices that have generally been designated by the AAMVA AAMVA approved MCO (the American Association of Motor Vehicle Administrators) representing the vehicle industry and DMVs. etc LSV MCO title

Some DMVs and other agencies MAY accept an old plain-paper MSO for some things - like motorcycle frames, engines, trailers, etc - but then again, maybe they won't accept them.

BE AWARE: The terms MSO and MCO are still very frequently used interchangeably. So do NOT be confused into thinking you need an old plain-paper MSO because a clerk or even a written regulation uses the term "MSO" instead of "MCO". Bureaucrats may not know the technical terms but they know what an MCO is and that is most likely what they expect and what they will accept and the current form acccepted by everyone for everything is the MCO - the modern certificate version of the MSO.

The MCO (certificate form MSO) is specifically prescribed by the AAMVA and is the modern, up-to-date, "fancy" version of the manufacturers title that is now accepted by all DMVs Customs agents, etc throughout the US and around the world for all vehicles and vehicle components.

OUR MCOs MEET AMVA SECURITY FEATURES STANDARDS:

Paper:

Sensitized Security Paper - paper that is reactive to chemicals commonly used to alter documents

Non-Optical Brightener Paper - paper without added optical brighteners which will not fluoresce under ultraviolet light.

Engraved Border - a border produced from engraved art work which shall appear on the front of the document.

Background

(a) Prismatic - rainbow printing which is used as a deterrent to color copying, and/or

(b) Copy Void Pantograph - the word "void" appears when the document is copied.

4. Complex Colors - colors which are developed by using a mixture of two or more of the primary colors (red, yellow or blue) and black if required.

5. Erasable Fluorescent Background Inks - fluoresces under ultraviolet light and reacts to any attempt to erase in such a manner as to be immediately detectable.

6. Background Security Design - a repetitious design consisting of a pattern which hinders counterfeiting efforts.

7. Microline - a line of small alpha characters in capital letters which requires a magnifying glass to read.

9. Embedded strip security features. Watermark

DOCUMENT SIZE - Certificates of Origin size specifications shall be seven (7) inches by eight (8) inches.

MCO PRINTING INSTRUCTIONS:
MCO Printer

These forms print on either inkjet printers or laser printers.

These MCOs are slightly heavier paper stock than regular papaer and thus might not feed well from the paper tray in some printers.

If your printer has a top-feed, it is strongly suggested that you use that feed source.

Use the Word (.doc) file printing template above.

You can use programs like Microsoft Office or even FREE software like Open Office....

Simply input the data you want including the serial number you want in the lower left.

If you wish, you can insert your company logo image file and resize at the top center instead of just a text of your company name if you wish.

Print off a test of your certificate on a regular blank sheet of white paper.

Then place the printed test sheet of paper over the certificate in front of a strong light like a desk lamp to make sure everything lines up and prints EXACTLY where you need it to.

Then, if needed, just simply move text left to right with spaces (spacebar and backspace) and adjust text up or down simply by changing the font size of a blank line above the area or line needing moved up or down,

Then re-test-print and re-adjust until perfect BEFORE printing on the actual certificate - MCO.

You can insert your company logy as an image file in the .doc template file and/or you can insert an image file of the manufacturers rep signature in the signature space... or they can sign there in live ink.



Simply use the .doc printing template Word file to print the data specific to your project or vehicle, onto the MCOs when you receive them. You can change about anything using Word or Open Office (FREE SOFTWARE) - insert logos, change serial numbers, etc.

PRINTER!! The MCOs you will receive can be printed on with either an inkjet or laser printer. Because these MCOs are thick paper and they are perforated they can jam especially if you feed them up through a paper tray and/or in a laser printer where the document has to wrap around a drum in order to print. This is not the MCO - all MCO are the same in this regard. The problem is printers. The best advise is to use a top-feed printer (Canon, Epson, Etc.) where the document feed is straight and simple rather than acrobatic. All MCOs are made on a special "money" paper that is heavier stock and unfortunately it kinks easily in some printers - especially if feeding them up from a bottom tray where the document has to perform a wrap maneuver. The required paper stock and the perforated paper are an issue but that doesn't change with any MCO. I recommend using a top feed if you have that option on your printer. The Epson inkjet printers have a few models that feature top feed.

Using, the printing template Word file that I emailed to you at your PayPal email address, you can change about anything using Word - insert logos, change serial numbers, etc. The RED serial number on the bottom left on the template is just YOUR serial number for that MCO. Change it for each MCO of course but you can use ANY numbering system you want.

Input the info for your vehicle or product into the template. Any spaces that do not apply to your vehicle (for instance engine data fields on an MCO for a trailer), simply input N/A for non-applicable. Test print your template onto a blank sheet of regular, plain, white paper and hold the test print over the actual MCO in front of a strong light. You will need to make sure everything prints exactly where you want it to.

If you need to move text to left or right, just use the spaces bar as needed. To move text lines or areas up or down, simply highlight a blank line right above that area or line and change the font size of that blank line to move the area or line below it up or down. Repeat, retest, and readjust as needed until perfect before printing on the actual MCO.

TOP AREA - Vehicle info such as ...

DATE = Date of sale

INVOICE NUMBER RED MCO SERIAL NUMBER - Your company's invoice number on the sale - whatever you want that to be. Often a convenient idea for your company's invoice numbers would be to base the number on the sale date. For instance your first sale on June 6 2017 might be 06021701 and it is often handy to use that same number for your MCO serial - The RED number on the lower left of the front of the MCO.

This RED MCO SERIAL number on the bottom left of the front of the MCO is to be a sequential number for that MCO. You assign and change that number on each printing. Many company prefer to use their own system for this number and that is perfectly fine. This number is just administrative purposes and you can coordinate it with the date and sale number and/or invoice number etc.

GVWR is Gross Vehicle Weight Rating. This is the total weight of the vehicle when fully loaded with passengers and/or cargo. For instance, your motorcycle may weigh 700 pounds by itself (that would be the "curb weight" or "Shipping weight" of the vehicle) but the GVWR is the rating total weight WITH passenger and cargo. So you MIGHT figure about 200 pounds per person and a maximum of two people plus 50 pounds of luggage maybe. That would be a potential maximum load of 450 pounds added to the vehicle weight of 700 pounds for a GVWR of 1150 pounds.

All other spaces are self-explanatory of course.

MIDDLE AREA - of the front of the MCO is for a dealership distributorship or customer/buyer as applicable.

The lower right area includes 3 lines - the top is for the manufacturer name (again) and the bottom is for their city, state (and country). The middle line in this area is for a signature of a manufacturer rep.

For Manufacturer's Name at the top center, you can either type in the name (and play with fonts, etc) OR you can insert an image file of your company logo there.

The back side contains the transfer spaces and an odometer statement AND I have attached an odometer statement here as well. Depending on your state, the seller’s signature may need to be notarized here.

Your DMV may wish you to add certain verbiage to your MCOs depending on their rules and the specific type of vehicle etc. Typically you might add such verbiage under the data area on the front of the MCO. You may want to examine some of the standard verbiage options based on your type of vehicle - trailer, motorized vehicle, LSV, etc…. Examples of verbiage that may be requested include:

THIS VEHICLE CONFORMS TO ALL FEDERAL MOTOR VEHICLE SAFETY STANDARDS IN EFFECT ON THE DATE OF MANUFACTURER.

THIS VEHICLE CONFORMS TO ALL FEDERAL MOTOR VEHICLE SAFETY STANDARDS AND EPA STANDARDS IN EFFECT ON THE DATE OF MANUFACTURER.

THIS LOW SPEED VEHICLE CONFORMS TO FEDERAL REGULATIONS UNDER TITLE 49 CFR PART 571.500 AND THE MAXIMUM SPEED CAPABILITY IS OVER 20 MPH BUT NOT MORE THAN 25 MPH.

DMVs usually need your customers to have this MCO, and an odometer statement, and proof of purchase - i.e. a bill-of-sale, a receipt, an invoice, etc.

Once you have printed the MCO, carefully bend the perforations lines to weaken them and then detach the actual 7x8 inch MCO from along the perforation lines from the rest of the sheet.

NOTE: Most DMVs do NOT allow the buyer and the seller to be the same person. So in the case, for instance, where you have something that have built (a trailer or a motorcycle, etc) that you wish to title to yourself, you will want to have someone else (spouse, friend, business partner, etc) sign as the manufacturer's rep and on the back signing over the transfer space to you. There is no database of signers or signatures manufacturers reps - if you are not the manufacturer, contact the manufacturer for info.

The Manufacturers Rep or Manufacturers Agent signature on the bottom right of the front can be whoever your company deisgnates to do thet.

There is NO DATABASE of Manufacturers Agent signators or signatures to submit that info to.



This signature is essentially ceremonial as it is not referenced in any database and it is not notarized.



BACK OF THE MCO:

Typically you (or the dealership that sells your vehicles) would sign over the back to the actual buyer (customer)

When selling direct to a buyer you might put their name on the front middle area and ALSO sign over the first transfer space on the back to them as well.

It is actually a bad idea to order just one or two MCOs,.... because of the possibility of an error or printer jam, etc. You should always buy extra MCOs for printing safety and our MCO prices are so cheap it doesn't make any sense not to!
